Senior BJP leader Shri B. S. Yediyurappa, CM of Karnataka Shri Basavaraj Bommai, BJP National President Shri Nalin Kumar Kateel, Union Minister Sushri Shobha Karandlaje along with senior BJP leaders were also present in this programme.
Shri Nadda said that the Manifesto for Karnataka has not been formulated sitting in an Air-conditioned room, rather a due exercise has been done; a great amount of toil and perseverance by our workers who visited every nook and corner of the States got suggestions and connected to lakhs of the households before this content was created. Key Announcements of the BJP Praja Pranalike 2023
Quoting the major announcements of BJP's Praja Pranalike (vision document), Shri Nadda said that We will provide 3 free cooking gas cylinders to all BPL families annually; one each during the months of Yugadi, Ganesh Chaturthi and Diwali. We will set up an 'Atal Aahara Kendra' in every ward of every municipal corporation in the state to provide affordable, quality and healthy food across the state. We will launch the 'Poshane' scheme through which every BPL household will be provided with half litre Nandini milk every day and 5 kg Shri Anna - siri dhanya through monthly ration kits.
We will implement the Uniform Civil Code (UCC) in Karnataka based on the recommendations given by a high-level committee which is to be constituted for the purpose. We will launch 'Sarvarigu Suru Yojane' under which the Revenue Department will identify and distribute 10 lakh housing sites across the state to the siteless/homeless beneficiaries.
Continuing key announcements, Hon’ble National President said that we will launch the "Onake Obavva Samajika Nyaya Nidhi" scheme through which we will provide a matching deposit up to 10,000 on 5 year fixed deposits made under the scheme by women of SC, ST households. We will improve the "ease of living" of apartment dwellers in Bengaluru by constituting the Karnataka Residents' Welfare Consultative Committee to reform the Karnataka Apartment Ownership Act, 1972 and to modernise the grievance redressal mechanism. We will introduce the Visvesvaraya Vidya Yojane under which the state government will partner with eminent individuals and institutions for holistic upgradation of government schools to top class standards.

We will provide career support for aspirational youth by providing financial incentives for students to pursue coaching for IAS/KAS/ Banking/Government jobs. Additionally, we will also provide a free annual master health check-up for senior citizens.
Hon’ble National President said, we will develop Bengaluru for the next generation by designating it as 'State Capital Region', and executing a comprehensive, technology-led city development program-centered around Ease of Life, cohesive transportation networks and enabling ecosystems for making Bengaluru a Global Hub of Digital Innovation. We will transform Karnataka into a premier hub of Electric Vehicles, by setting up charging stations, supporting 1,000 startups, converting BMTC buses into fully electric buses, and creating an "EV City'' on the outskirts of Bengaluru.
Shri Nadda said that we will set up a 230,000 crore K-Agri Fund to establish micro-cold storage facilities, agro processing units in all GPS, undertake modernisation and digitisation of APMCs, accelerate farm mechanisation and establish 5 new Agro-Industry clusters and 3 new Food Processing Parks. We will allocate 21,500 crore to develop the Kalyana Circuit, Banavasi Circuit, Parashurama Circuit, Kaveri Circuit and Ganagapura Corridor, to transform Karnataka into India's most favoured tourist destination. We will broaden the scope of the Production Linked Incentive Scheme by incorporating a comprehensive plan that encompasses logistics, industrial clusters, connectivity, and export facilities generating 10 lakh manufacturing jobs 'Beyond Bengaluru'.
Achievements in the Agriculture Sector
Praising the achievements in the Agriculture sector of the BJP Government in Karnataka, Shri Nadda said that We have Increased the MSP of Tur dal by 53%, Ragi by 138%, paddy by 56% and cotton by 60%. We reopened the MySugar factory in Mandya, which had closed in 2018 under the Congress government. The Modi Government increased the FRP for Sugarcane to 23,050 from 22.100 during the Congress. The BJP State Government added an additional 2100 to the FRP, taking the total to 23,150 per tonne. We will double the income of farmers by 2027 through holistic development of the primary sector. We have provided financial assistance of 10,000 each to 54 lakh farmers under PM KISAN and PM Kisan- Karnataka. We have revived the Yeshasvini scheme to provide health insurance to farmers, and have already enrolled 32 lakh beneficiaries to the scheme. We have provided Central Assistance of 25,300 crores to the Upper Bhadra Project in the Union Budget 2023-24. We are providing an incentive of 210,000 hectares to minor millet growers under the Rathnasiri scheme. We have transferred 21,644 crore as incentive to 8.95 lakh dairy farmers through DBT.
All Inclusive Development
Talking about achievements in Inclusive Development, Hon’ble National President said, we have increased the existing quota of reservation for SCs and STS by 2% and 4%, respectively and also introduced internal reservation for SCs. SC Right-5.50%, SC Left - 6%, SC (Banjara, Bhovi, Koracha & Korama)- 4.50% other Dalits 1%. We have declared 3,526 unrecorded Lambani thandas and Kuruba hattis in the state as new revenue villages and hakku patras were pro- vided to over 1.75 lakh beneficiaries by the Double Engine Government. We have increased the financial assistance to more than 1.5 lakh weavers from 22,000 to 85,000 under the Nekara Sammana Yojane. We have announced free bus passes to 30 lakh women organised sector workers and girl students.
Achievements in Health Sector
Talking about the positive changes brought in the health sector by the BJP government in Karnataka, Mr. Nadda said that we are setting up 438 Nemma Clinics in cities, giving a big boost to urban healthcare. We have issued health cards to 1.38 crore people in the stato under Ayushman Bharat-Arogya Karnataka. We have established 4 new medical colleges in Chikkamagaluru, Haveri Yadgir and Chikkaballapura. We are establishing Cancer Treatment Centres at a cost of #202 crore in Mysuru, Shivamogga and Kalaburagi under Kidwai Institute. We have established 1,052 Jan Aushadi Kendras across the state to provide quality medicines at affordable prices. We have successfully administered over 12.2 crore COVID vaccinations including over 1.15 crore precautionary booster doses in Karnataka.
Progress of Karnataka in Education Sector
Referring to the progress of Karnataka in the field of education, the BJP President said that Karnataka is the first state to implement the New Education Policy (NEP). We have established 7 model universities at Chamarajanagar, Bidar, Haveri, Hassan, Kodagu, Koppal, and Bagalkot. We have built two IITs at Raichur and Dharwad and built a permanent campus of IIT Dharwad. We have distributed over 1.5 lakh tablets to students in Government Colleges in 2021. We have upgraded 2,500 first grade college class rooms into smart classrooms with projectors, whiteboards, UPS, and high-speed internet. We have provided scholarships worth 8725 crore to II lakh students under Raita Vidya Nidhi Scholarship. We have set a target to build 24,000 classrooms over 3 years. Currently nearly 8,000 well-equipped class- rooms are being built under the Viveka Shala Yojano at 21,194 crore. We have established Dr. A.P.J. Abdul Kalam Residential Schools in 29 places across the state.
Rural Development
Talking about rural development, Shri Nadda said that we have provided electricity connections for 2.35 lakh households in rural areas under the Belaku Scheme at a cost of 124 crore. We are undertaking the upgradation of 100 Primary Health Centres (PHCs) to Community Health Centres (CHCs) across Karnataka 71 new PHCs are being built in underserved regions of Kalyana Karnataka. We have provided over 43 lakh tap connections at a cost of 9,708 crore Under the Jal Jeevan Mission. We have built nearly 10,000 km of rural roads between 2019 and 2022 under the Pradhan Mantri Gram Sadak Yojana. We have released a total of over Rs.22,510 crore to provide 100 days of guaranteed employment between 2019-22 under MGNREGA This helped generate an average of 43 lakh person days under the program.
Economy, Industry & Infrastructure
The Hon'ble National President said that we will make Karnataka a $1 Trillion Dollar Economy by 2030 which will generate approximately 75 lakh direct and indirect jobs. We have ensured that Karnataka has consistently recorded high GST collection, crossing Rs.210,000 crores between October-December 2022. We have made Karnataka attract Rs.23.21 lakh crore in FDIs between October 2019 and December 2022. The BJP State Government signed MoUs worth Rs. 252,000 crore in the DAVPs World Economic Forum held in 2022. We have raised investments to an impressive $7.5 billion in Tech startups in Bengaluru in 2022, and Bengaluru now has 40 out of 100 unicorns in the country. We have created 55 lakhs jobs in the last 4 years. Karnataka's unemployment rate stands at 2.1% which is much lower than the national average of 4.1%. We have operationalized a 10-lane, 28,000 crore Mysuru-Bengaluru expressway to reduce the travel time between the two cities to less than 90 minutes from 3 hours. We have ensured that Karnataka attracted investments worth nearly 810 lakh crores in the Global Investors' Meet in 2022. We will start a State Credit Guarantee Trust for MSMEs to give collateral free loans up to 81 crore. We will create a plug-and-play environment for MSMEs to avail work space, business in every district.
Women Empowerment and Child care
Talking about achievements in Women Empowerment and Child care sector, Shri Nadda said that we have released 37 lakh free LPG connections under the Ujjwala Yojana in the State. We have immunised 10 lakh children and 2 lakh pregnant women against life-threatening diseases through Mission Indradhanush. We have allocated Rs.1,000 crore to provide free bus passes to 30 lakh women working in the organised sector, and 2350 crore to provide free bus passes to girl students under the Vidya Vahini scheme in the state budget of 2023-24. We have supported over 19.5 lakh pregnant women in Karnataka under Pradhan Mantri Matru Vandana Yojana We have instituted a fund of 2500 crore under the Amruth Self Help Micro Enterprises Project benefitting 3.9 lakh women. We have given women entrepreneurs 71% of the MUDRA loans of the State. We have deposited 297 crore in the accounts of over 3 lakh beneficiaries under Bhagyalakshmi Yojane in 2021-22. We have supported 9.35 lakh women who have benefited from the Mathru Poorna Scheme.
Youth & Sports
Referring to the steps taken by the BJP Government of Karnataka in the field of youth power and sports, the BJP President said that We will launch 'Samanvaya' to foster collaborations between SMEs and ITIs, generating a dynamic ecosystem of education and employment for talented young professionals. We will provide career support for aspirational youth by Providing financial Incentives for students to pursue coaching for IAS/KAS/Banking/ Government jobs and Waiving bus ticket charges for all candidates traveling to Public Service Commission examinations. We will provide seed capital of 210 lakh to one youth SHG from all Gram Panchayats of the state to fund their own start-up under the Swami Vivekananda Yuvashakti Yojane. We will transform Karnataka into a global sports power by encouraging athletes and creating world class ecosystems by. Providing sports persons from Karnataka, participating in National and International events with financial aid and quality training for the same. We are establishing 7 international-grade multi-sports arenas equipped with residential and training facilities, with one arena in each zone including a hockey stadium in Kodagu. We will set up Kabaddi training centres- Swadeshi Kride' and provide kabaddi mats in all taluk centres Additionally, we will set up the National Centre for Excellence for Kabaddi in Karnataka
Cultural & Heritage
We will transform Kamataka into India's premier tourist destination by developing thematic tourist destinations on the lines of Wildlife Tourism, Beach Tourism, Heritage Tourism, Eco Tourism. Additionally, we will launch the 'Visit Karnataka' tourism helpline to provide information and help plan tours to destinations in Karnataka. We will allocate 21,500 crore to develop the Kalyana Circuit, Banavasi Circuit, Parashurama Circuit, Kaveri Circuit and Ganagapura Corridor. to transform Karnataka into India's most favoured tourist destination, We will set up a Kannada help-desk in important pilgrimage points such as Ayodhya, Varanasi, Kedarnath, Rameshwaram, Tirupati, Velankanni, and Ajmer Sharif. We will provide a one-time grant of 225,000 to poor families to undertake Dalva Yatre to places like Tirupati, Ayodhya, Kashi Rameswaram, Kolhapur, Sabarimala and Kedarnath We will allocate 21000 crore as 'Devasthana Jeernodhara Anudana for the restoration and upkeep of ancient temples across the state. We will undertake overall development of areas surrounding the temples in Banavasi, Sirsi, Banashankari, Ganagapura, Kollur, Nayakanahatti, Mysuru, Male Mahadeshwara Betta, and Kalvara. We will constitute a committee for granting complete autonomy of temple administration to devotees and for regulating local businesses around the temples to create a sustainable temple economy. We will initiate the "Shivarama Karanth Karnataka Manuscript Mission" with a grant of 2250 crores, through which treasured preserved and digitised under which we will revamp the existing tour guide certification system to transform guiding into a lucrative tourism-linked profession, and transform Karnataka into a premier destination for global tourists. Manuscripts and oral tradition of Karnataka will be collected.
Shri Nadda separately laid the vision for Bengaluru, Central Karnataka, Kittur Karnataka, Kalyan Karnataka, Coastal Karnataka and the rest of Karnataka.
Attack on Congress
Taking a scathing attack on Congress, Hon’ble National President said, Siddaramaiah's government was absolutely a Reverse Gear government; it looted the natural resources, was letting the criminal and antisocial elements to run amok, and appeasing a certain section of the society only to consolidate its vote-bank! During the year 2014 to 2019, when whatever good schemes and programs were started by Prime Minister Shri Narendra Modi, those schemes and programs were not implemented in Karnataka and even if implemented, the pace of its progress was kept very slow. This time would be seen as the "dark period" for Karnataka. This is not just an election speech but its facts are known to all. Describing crime and Congress as synonyms, Shri Nadda said that there was a huge decline in law and order in Karnataka under the Congress regime. PFI was given a free hand to terrorize people in Congress rule. Bengaluru had become the second most unsafe city in the country for women at that time. When Siddaramaiah was the Chief Minister, 175 cases against PFI were withdrawn and 1750 people of PFI were released. When the BJP government came to power, PFI was banned and NIA was given a free hand to investigate. Nearly 41,000 cameras were installed in the cities of Karnataka to ensure the safety of women.
