SALIENT POINTS OF THE JOINT PRESS CONFERENCE ADDRESSED BY THE BHARATIYA JANATA PARTY WEST BENGAL UNIT PRESIDENT DR SUKANTO MAJUMDAR, UNION MINISTER DR SUBHASH SARKAR, BJP MP SMT LOCKET CHATTERJEE, MP SHRI SAUMITRA KHAN, MP SHRI JYOTIRMAY SINGH MAHTO IN THE BJP HEADQUARTERS IN DELHI

 

Today Bharatiya Janata Party West Bengal unit President Dr Sukanta Majumdar, Union Minister Dr Subhash Sarkar, BJP MP Smt Locket Chatterjee, MP Shri Saumitra Khan, MP Jyotirmay Singh Mahto today addressed a press conference at the party headquarters today where they termed the Mamata Banerjee government in West Bengal as a highly corrupt government which is involved in many scams and scandals. They termed the so called protest and dharna of the Trinamool Congress party in Delhi as merely tactics to cover up the cases of massive corruption on Abhishek Banerjee, the nephew of West Bengal Chief Minister Smt Mamata Banerjee .

 

The Bharatiya Janata Party leaders said there is open loot happening in West Bengal in schemes like MNREGA and Prime Minister Awas Yojna, and instead of catching of the corrupt people and putting them behind bars, the Trinamool Congress party is alleging that the Central Government is not releasing funds for central schemes.

 

Dr Sukanta Majumdar said the Central Government has stopped funds for MNREGA and Pradhan Mantri Awas Yojna because the beneficiaries of these schemes have lodged complaints that the schemes are being misused for political gains and the real beneficiaries are not being benefited from it.

 

A committee headed by a joint secretary in the Union Rural Development Ministry investigated these allegations where they inspected six gram panchayats in East Vardhaman district in January 2019. This investigation team also investigated seven gram panchayats in Hoogly district. The team recovered Rs 484.27 lakh . Similarly, serious financial irregularities were found in the implementation of the MNREGA scheme in the state. In March 2019 the investigation team of the Centre had directed the Mamata Banerjee government to give its "action taken report".

 

When the Central Government did not get the action taken report in the serious financial irregularities that took place in the MNREGA scheme, it took action as per the MNREGA Act and stopped issuing funds to the state government. Such cases of corruption and loot of public money is rampant in every government department in West Bengal.

 

For the North Dinajpur Rs 10-12 lakhs were allocated for plantation drives , but when the Central Government team went to inspect the progress of the scheme it was told that the saplings and plants have been eaten by goats.

 

Three times in 2020 the Central Government wrote to the Mamata Banerjee government to take action in this case and sought the detailed action taken report. But the Mamata Banerjee government did not took action against those involved in the corruption , and instead it started blaming the Central Government.

 

To save itself from scrutiny the TMC government bifurcated the works under the MNREGA scheme into small tasks . It also implemented the MNREGA schemes in the state without taking clearances from the senior authorities. For instance, huge amount of funds were spent on cleaning of drains without any involvement of the irrigation department or with preparing any DPR. This is the state of corruption and financial mismanagement in West Bengal.

 

Under the MNREGA scheme in majority of places where cleaning of drains took place JCBs and heavy equipments were used. Fake list of MNREGA beneficiaries were created and money was siphoned into these fake accounts. Ironically a meagre amount of Rs 1-Rs 10 was transferred to these beneficiaries.

 

Under the MNREGA scheme no proper guidelines were followed while making schemes and all the projects just remained on paper while the money was siphoned off by the Trinamool Congress party government. Payments were taken by showing old works and new works , while no proper tenders were held in big projects and massive irregularities took place in the so called MNREGA scheme works and projects. There are numerous cases of such financial irregularities and violation of norms and guidelines across West Bengal.

 

Works which does not fall under the MNREGA scheme guidelines were also done under the scheme. It all proves that massive financial irregularities took place at each level of the MNREGA scheme works in the state. The Centre's investigation team found massive irregularities and violation of norms in the implementation of the MNREGA schemes in West Bengal.

 

In West Bengal irregularities and mismanagement is taking place at a massive scale in all the Central Government schemes . On paper schemes are being prepared and implemented but on ground nothing is there. For instance there were ponds dug up under the MNREGA scheme but on the ground no ponds were found by the investigating team of the Central Government. Similarly in the GPS locations where ponds and other works were done no such projects were found on the ground. This is the level of corruption and loot happening in West Bengal under Chief Minister Mamata Banerjee. Such level of corruption in implementing the Central Government schemes is seen nowhere in the country like seen in West Bengal.

 

It was only after several reminders that the Mamata Banerjee government gave the action taken report, but ironically not a single point which were raised by the Centre's investigating team was touched in this report. The Central team asked for recovery of the funds siphoned off and misused but the Mamata Banerjee government did nothing on this thus violating the MNREGA Act.

 

While West Bengal got Rs 14,985 crores under the then NAREGA scheme of the UPA government where Mamata Banerjee's party Trinamool Congress party was a part, under the Narendra Modi Government this MNREGA allocation was hiked to Rs 54,150 crores , which is four times hike. Despite this Mamata Banerjee is making false allegations that the Central Government is not giving funds to West Bengal. The truth is that the Narendra Modi Government has released so much funds that no previous governments gave to West Bengal.

 

Mamata Banerjee government also changed names of schemes of various central government schemes after taking money from the Union government. Mamata Banerjee government did nothing but changed names to take credit of the Union government's works and schemes. For instance, the Mamata Banerjee government changed the name of Pradhan Mantri Gramin Sadak Yojna to Bangla Gram Sadak Yojna. Prime Minister Shri Narendra Modi ji gave Rs 11,051 crores of rural roads compared to Rs 5431 crores given by UPA government, a two times increase.

 

As per media reports a child died after a mud house collapsed in West Bengal. TMC leader Abhishek Banerjee has brought this affected family to Delhi for protest saying funds for building houses are not being released. But the fact is that under UPA government only Rs 4466 crores were given to West Bengal for Pradhan Mantri Awas Yojna , which was hiked to Rs 30,000 crores by Honourable Prime Minister Shri Narendra Modi ji, a six times increase under the NDA government.

 

The Bharatiya Janata Party wants to know from the Mamata Banerjee government why poor are in distress and nt getting homes when the Narendra Modi Government has hiked funds by six times ? It is because the Mamata Banerjee government and Abhishek Banerjee are responsible for massive corruption and looting of funds meant for poor people of West Bengal. It is only the Trinamool Congress party workers and their relative who are getting pucca homes while poor people are being deprived of their rights.

 

Several cases of corruption are being exposed by central agencies but the Mamata Banerjee government has failed to act against corrupt leaders and officials. The fact is that the Trinamool Congress party government and Chief Minister Mamata Banerjee does not want to act against culprits and corrupt people. That is why we say that protests and dharnas by Abhishek Banerjee and Trinamool Congress is nothing but big drama which is being done to save their own people from action.

 

Union Minister Dr Subhash Sarkar said there were several such projects which were implemented on papers and all the money was looted by the Trinamool Congress party workers and office bearers. There was discrimination which took place at every level of implementation of the MNREGA schemes where only the Trinamool Congress party workers, their families and relatives got benefitted. Trinamool Congress party workers have got all the money from the MNREGA schemes while the poor and needy people were left out. This is the kind of discrimination and nepotism we are seeing under the Mamata Banerjee government.

 

BJP MP Smt Locket Chatterjee said everyday cases of crime against women are increasing and women are not at all safe in West Bengal. Why doesn't the Trinamool Congress party protests against this serious matter? The youth of West Bengal are not getting jobs and the Trinamool Congress party does not protest against this matter. There were massive political killings took place in elections that includes cadre of Trinamool Congress party, but the TMC cadres won't protest against this, why ? During the panchayat elections two women were stripped and paraded on streets in Malda, but the Trinamool Congress party workers did not protest, why?

 

The Narendra Modi Government gave Rs 1957 crores to the farmers of West Bengal under the PM Kisan Samman Nidhi scheme. Similarly under the Jal Jeevan Mission scheme the Central Government has so far given are Rs 6080 crore to West Bengal, while under the Pradhan Mantri Gramin Sadak Yojna Rs 16430 crores have been given to the state. Similarly over 25 lakh people have been given free has connections under the Ujjwala Yojna in West Bengal. All this shows that the Narendra Modi Government has taken care of the poor and needy people of West Bengal.

 

The Central Government is giving funds to the Mamata Banerjee government, but the Mamata Banerjee government is not ready to share the accounts of these funds as how these funds were being utilised. All the money being given by the Central Government is being looted and siphoned off by the Trinamool Congress party government. The TMC government is a highly "dramebaaz" government.
