
The Bharatiya Janata Party had expressed some concerns when Prime Minister Manmohan Singh signed the Joint Indo-US Statement of July 18, 2005 .
While these remain unanswered, reports that Foreign Secretary Mr. Shyam Sharan, during his talks with his American counterpart Mr. Nicholas Burns in Washington last month had “submitted a plan” about separating our civil and a military nuclear facilities. It is further reported that India has “no problem to US sharing the separation plans with the US Congress”. This raises a serious question on the functioning of the UPA government why has it not taken the Indian Parliament into confidence before submitting a plan for separation of nuclear facilities into civil and military to the US Govt.?.
The Bharatiya Janata Party would like the UPA Govt. to clarify that also whether:-:
1. The UPA Govt. expressed to US side that India has no problem if their separation plans are shared with the US Congress;
2. What has been the basis of such a selection; and
3. Such a separation does not amount to “capping” our nuclear resources.
