A news report appearing in "The Indian Express" quoting the Volcker Report today makes a startling disclosure that under the contract number M/10/57 the Congress Party is alleged to have been a 'Non contractual Beneficiary'. An amount equivalent to a surcharge charged by Masfield A. G. was deposited by Hamadan Inc. and Andleeb Segal in the Bank of Jordan. Two facts clearly emerge from this report, firstly the Congress was allegedly a 'Non-contractual Beneficiary' and secondly, Segal, Hamadan Inc., Jagat Singh, Masfield along with Natwar Singh and Anil Mathrani were the epicenters of this scam. If the Congress party denies that it did not receive any financial benefits then it should be sending a legal notice to Natwar Singh and the other epicenters of the scam. Instead the Congress is choosing to send a legal notice to the United Nations which is incapable of being sued in India's Municipal Courts.
It may be noted that the Volcker Report is a document of high international credibility. Russia, Switzerland, Australia & South Africa have already directed domestic probes into the facts disclosed by the report. Instead of ordering a domestic probe, the Government of India, the ruling party and the Foreign Minister Natwar Singh, have reacted as under :

This is an opportunity for the Prime Minister to decide whether he runs a government or merely occupies an office. The credibility of the government, governance and the Prime Ministerial Office is at stake. If this credibility is to be restored the Prime Minister should immediately :

- Register a criminal case against the persons allegedly involved in this scam.
