Hon’ble Bharatiya Janata Party National President and Union Minister Shri Jagat Prakash Nadda addressed a press conference, on Sunday, at the BJP state office in Himachal Pradesh, launching a scathing attack on the sluggish Sukhu government in the state. Shri Nadda stated that the Congress government in Himachal Pradesh is failing to perform but is attempting to blame the central government for its shortcomings. The Modi government has already allocated funds for several welfare schemes in Himachal Pradesh, but the Congress government, in a state of 'Kumbhakarni neend', has not even been able to allocate land for these schemes. The people of Himachal Pradesh are dissatisfied with this government and will hold it accountable in the near future. During the press conference, senior leaders, including Himachal Pradesh BJP President Shri Rajeev Bindal, MP Shri Rajeev Bhardwaj, Rajya Sabha MP Shri Harsh Mahajan, and MLA Shri Vipin Parmar, were present.
Shri Nadda stated that I have been on a tour of Himachal Pradesh for the past two days. Yesterday, I was in Chamba, an 'Aspirational District', for a meeting. This meeting involved discussions with all local MLAs, the Lok Sabha and Rajya Sabha MPs, and the district administration. The concept of Aspirational Districts was envisioned in 2018 by our Hon’ble Prime Minister Shri Narendra Modi Ji, and Chamba district from Himachal Pradesh was included under this initiative. If we look at the parameters and indicators from 2018 to the present, it is satisfying to see through the reports that Chamba district has shown significant improvement in a short span of time. In 45 areas such as education, infrastructure, agriculture, irrigation, and financial inclusion, Chamba has made commendable progress. However, certain parameters still showed minor shortcomings, which have been pointed out to the district administration. If there is any need for assistance, inputs, or support from the Central Government on these matters, the Centre is fully prepared to provide all possible help.
Hon’ble BJP National President stated that in Himachal Pradesh, the government led by Shri Sukhvinder Singh Sukhu is trying to build a false narrative that they are not receiving funds from the Central Government or that the Centre is neglecting Himachal Pradesh. This is entirely false and misleading. The truth is that if there has been genuine development in any state of the country, it has been during the times when there has been an NDA government at the Centre. When Bharat Ratna Shri Atal Bihari Vajpayee was the Prime Minister, Himachal Pradesh was granted a special package. In contrast, when the Congress was in power, they deprived Himachal of the benefits given to “Special Hilly States.” This has always been the Congress party's track record. Congress has had no substantial contribution to any major project in Himachal Pradesh. All major development works currently underway in the state were either initiated during the tenure of the revered Shri Atal Bihari Vajpayee or are being completed under the leadership of Hon’ble Prime Minister Shri Narendra Modi over the past 11 years. Therefore, I completely reject the false narrative being pushed by the Congress party.
Shri Nadda stated that for the financial year 2025, the Central Government has allocated a budget of ₹11,806 crore for year-round development works in Himachal Pradesh. Under the tax revenue share, the state was to receive ₹10,681 crore, out of which ₹8,915 crore had already been disbursed to the state by 10th January 2025. Additionally, ₹13,285 crore has been provided as grants-in-aid. An amount of ₹1,050 crore has been sanctioned for capital investment, industrial development, and the digitization of land records. Under the railway budget, ₹2,700 crore has been allocated for Himachal Pradesh this year. I myself hail from Bilaspur, but the farmers there have still not received compensation for the acquired land, and now the government is not even proceeding with new land acquisitions. The Central Government has already disbursed the required funds in full. The limit of the Kisan Credit Card has been increased from ₹3 lakh to ₹5 lakh, benefiting nearly 10 lakh farmers in Himachal Pradesh. Similarly, the income tax exemption on income up to ₹12 lakh is benefiting around 6.5 lakh people in the state. Under the Pradhan Mantri Gram Sadak Yojana, 12,000 kilometers of roads have been constructed in Himachal so far, and 700 new habitations have been connected.
Shri JP Nadda highlighted that apart from these, many more developmental works have been undertaken, and the list is quite extensive. If I begin listing them, it would go on and on. Under the Pradhan Mantri Awas Yojana, we have provided you with 38,000 pucca houses. It is under the leadership of our esteemed Prime Minister Shri Narendra Modi ji that Himachal Pradesh has been given institutions like the All India Institute of Medical Sciences (AIIMS), the Indian Institute of Management (IIM), and the Indian Institute of Information Technology (IIIT). The Kol Dam was a gift from the revered Shri Atal Bihari Vajpayee ji, and under the leadership of Hon'ble Prime Minister Shri Narendra Modi ji, Himachal Pradesh has been granted a Hydro Engineering College and a Central University. When the state faced a natural disaster, the Government of India extended assistance amounting to ₹1,782 crore. On July 10, during my visit here, the Ministry of Home Affairs released ₹180 crore. Again, on July 14, 2023, another ₹180 crore was released for Himachal Pradesh. On August 1, ₹400 crore was disbursed, followed by another ₹189 crore on August 7. Under the leadership of Hon'ble Prime Minister Shri Narendra Modi ji, a total of ₹1,782 crore has been released for Himachal Pradesh.
Hon’ble BJP National President questioned how the state government distributed the money? Was there any mismanagement? This Congress government in Himachal Pradesh is one of the most corrupt and poorly managed governments. This government does not take responsibility for its failures, but instead blames the Center. I want to ask, what is the money that the Center has, which was not given to you? You are unable to run the government due to your own incompetence, yet you are blaming the central government. If the state government is not functioning, then step aside, but do not shift the blame onto others. Playing the 'blame game' to cover up your failures will no longer be tolerated. The public has elected you (Congress), so it is your responsibility to perform. Every year, the treasury used to stay open until late on March 31, but for the first time, the treasury was closed this year. The state’s Sukhu government is now running on WhatsApp. Newspapers like National Herald, which don't even get published, have been given advertisements worth crores, and shamelessly it is being said, 'This is my paper, I will give the ads.' The Sukhu government has set such extreme examples of mismanagement. This Congress government is the most corrupt and poorly governed one, crossing every limit of mismanagement.
Hon’ble Union Minister stated that when I first became the Union Health Minister, I had approved a ₹100 crore plan for a medical device park in Himachal Pradesh. ₹25 crore were also released for this, but this is the only state government in the country that returned the money, saying that it couldn't be done. A large medical device park should have been established in an area like Baddi. The central government provided a ₹1,000 crore scheme for the Bulk Drug Park, out of which ₹225 crore were released in 2023, but the state has not yet been able to utilize the funds. From 2014-15 to the 15th Finance Commission, the central government approved health plans for medical colleges, nursing blocks, and 12 critical care blocks, but none have been completed. The Modi government approved 11 mother and child hospitals, but none are operational. The hospital whose foundation stone was laid last time is now closed.
Shri Nadda stated that none of the Integrated Public Health Labs have been completed. During the previous government, when I was the Union Minister, people died of jaundice in Shimla. With the blessings of Hon'ble Prime Minister Shri Narendra Modi, I had established the National Center for Disease Control (NCDC), but to this day, the government has not even finalized the land allotment. How is this government functioning? Is this not a ‘Kumbhakarni neend’?
Hon’ble BJP National President stated that when there is no performance, who will take responsibility? With the blessings of Hon'ble Prime Minister Shri Narendra Modi, an institution like AIIMS has been successfully installed in five years, which means the shortcoming is not in Delhi, but in the implementers in Himachal Pradesh. If we can start the Indian Institute of Management in Sirmaur in three years, why not here? The Sukhu government in Himachal is a non-performing government. The people of Himachal Pradesh are unhappy with this government and are regretting their decision. In the future, they will give their response.
