Bharatiya Janata Party National President Shri Jagat Prakash Nadda laid the foundation stone of Bilaspur BJP District Office ‘Deepkamal’ in Bilaspur, Himachal Pradesh on Thursday. In his address, Shri Nadda stated that Congress has transformed into a family-driven party, while the BJP remains an ideologically driven party. In 2019, by abrogating Article 370, the BJP realized Dr. Syama Prasad Mookerjee's vision and completely integrated Jammu and Kashmir into India. During the program, Himachal Pradesh BJP President Dr. Rajeev Bindal, LoP in the Himachal Pradesh Assembly, Shri Jairam Thakur, state’s Election In-Charge Shri Shrikant Sharma, Election Co-Incharge Shri Sanjay Tandon, Rajya Sabha MP Shri Sikander Kumar and other leaders were present on the stage.

 

Shri Nadda commenced his address by paying respect to the Maa Naina Devi Temple. Shri Nadda, as people warmly celebrated the victory of Delhi, expressed heartfelt gratitude to the Government of India and Hon'ble Prime Minister Shri Narendra Modi Ji, particularly for honouring Hariman Sharma with the Padma Shri award, who belongs to Bilaspur district in Himachal. Before 2014, it was unimaginable for someone from a village to receive a Padma Shri or be recognized for extraordinary work. However, under the leadership of Hon'ble Prime Minister Shri Narendra Modi Ji, true democracy has been established, empowering 140 crore citizens to acknowledge their contributions and receive the Padma Shri or Padma Bhushan. This power, granted by Hon’ble PM Shri Narendra Modi Ji, has made it possible for the public to decide who deserves such honors. Just as no one would have known that apples could grow on the soil of Bilaspur, the people now have the authority to choose who truly deserves the Padma Shri, and those deserving are honored accordingly.

 

BJP National President highlighted that Hariman Sharma was honoured at Rashtrapati Bhawan in the presence of PM Shri Narendra Modi Ji and the Council of Ministers of India. This recognition reflects Hon’ble PM Shri Narendra Modi Ji's deep connection to the land of India and his dedication, which made this possible. This is the changing face of India. Previously, those who were respected in society and met with prominent figures would receive the Padma Shri and Padma Bhushan. However, today, these awards are given to individuals who may not even have slippers on their feet but represent villages, tribals and contribute to the arts. Ordinary artisans, who have preserved and established the country's heritage in the form of art, are now being honoured with the Padma Shri and Padma Bhushan. This reflects the transformation of India. Shri Nadda pointed out that it was a matter of pride for him that Prime Minister Shri Narendra Modi invited these individuals for a meal. Not only did he have the privilege of dining with a folk singer from Odisha, but Shri Nadda also felt proud that Rashtrapati Bhawan is not just the place for India, but for “Bharat” where the people of Bharat have come. This is changing India. Shri Nadda congratulated Hariman Sharma and thanked everyone for attending the event.

 

Shri Nadda expressed his gratitude for the opportunity to lay the foundation stone and perform the Bhoomi Poojan ceremony at the BJP office. He reminisced that when PM Shri Narendra Modi Ji became the In-Charge of Himachal Pradesh in 1994, Shri Nadda was a BJP MLA. During Hon’ble PM Shri Narendra Modi Ji’s first visit to Shimla, he observed the absence of a party office and remarked that this situation needed to be addressed. Hon'ble PM Shri Narendra Modi Ji emphasized that the state BJP should have its own office. At that time, he called Gujarat, arranged for three jeeps, and sent four to five computers, instructing that the office be built quickly. PM Shri Narendra Modi Ji also emphasized that the BJP must rely on its own strength, not on crutches.

 

BJP National President recalled that when Hon'ble Prime Minister Modi became the in-charge of Himachal Pradesh in 1994, Shri Suresh Chandel was the President. In 1995, they purchased the land, and in 1998, the Himachal Pradesh office was inaugurated, marking the party's growth. PM Shri Narendra Modi Ji’s deep attachment and love for the party were reflected in the establishment of the office. The party has grown so much that plans were made to expand it into the Shimla office and create a larger state office. Shri Nadda mentioned that he would return for the foundation stone laying, and a grand office would soon be ready in Shimla. When Hon’ble Shri Narendra Modi Ji became Prime Minister, he had asked him about the office while Shri Nadda was still the General Secretary, not a Minister. Hon’ble PM Shri Narendra Modi Ji had said, “Every state should have a large office, and every district should have one.” Shri Nadda proudly informed that the Bharatiya Janata Party had decided to build 772 offices, with 579 of them already completed and operational.

 

Shri Nadda stated that Himachal Pradesh has 17 districts, and 6 BJP offices have already been inaugurated. Today, Bilaspur has also joined that list, and a grand office will soon be built there. Shri Nadda emphasized the difference between ‘karyalay’ and ‘office,’ stating that an office operates from 10 AM to 5 PM, whereas a ‘karyalay’ truly comes to life after 5 PM when karyakartas engage in political activities beyond their daily routines. The doors of a ‘karyalay’ never close, as it is not just a workplace but a center for values and dedication. Recalling his time as a full-timer in Delhi, Shri Nadda shared how people would ask him about ABVP, to which he would invite them to the ‘karyalay’ for a firsthand experience. Upon arrival, he would hand them a broom, urging them to clean and connect with the place, instilling a sense of belonging.

 

BJP National President emphasized that Hon’ble PM Shri Narendra Modi Ji wants ‘karyalayas’ to be modern and well-equipped with advanced facilities like a war room, conference hall, computer section, WiFi, reference section, library, and research center. A visitor at the Bilaspur ‘karyalay’ should be able to access the entire history of Bilaspur with a single click, showcasing the efficiency and capability of the ‘karyalay’.

 

Shri Nadda stated that everyone present during the event is not just a BJP supporter but a dedicated party karyakarta. He acknowledged their hard work in strengthening the party despite challenges. Being a BJP karyakarta today is a matter of pride. Shri Nadda recalled conversations with Congress members, and noted that some jokingly ask to be left alone upon their situations. In Himachal Pradesh, despite being in power, Congress members lack enthusiasm. Shri Nadda reflected on a time when people doubted BJP’s rise to power, but the party was never focused solely on winning elections. BJP karyakartas always believed that their goal was not power but transforming India. Power is not the ultimate objective but a means to serve the people.

 

BJP National President questioned whether Congress has upheld the ideals of Mahatma Gandhi and Sardar Patel or followed the principles of leaders like Subhas Chandra Bose. Congress has failed to honor the sacrifices of those who fought for the nation's independence. Congress is no longer a national or ideological party but has become a family-centric organization. No Congress leader was present to support the people of Himachal at the time of disaster in the region. While a leader who once claimed to have deep ties with Himachal visited for a vacation, but was absent during the state's crisis.

 

Shri Nadda stated that when the opportunity arose, he, along with Shri Anurag Thakur and Shri Jairam Thakur, visited the affected areas not once but thrice, bringing financial relief worth thousands of crores and Hon’ble PM Shri Narendra Modi Ji’s message of support to the people. However, the state government misused funds. Funds were provided for housing, but it was spent on salaries, and road development funds were diverted for pensions. This is the consequence of power being in the wrong hands. 

 

Union Minister highlighted that BJP is the only party whose leader, Dr. Syama Prasad Mookerjee, resigned from Nehru’s government and established the Bharatiya Jana Sangh. Dr. Mookerjee had conveyed that “Ek Desh Mein Do Nishan, Do Vidhan, Do Pradhan nahi chalenge.” The slogan was first raised in 1952, and despite multiple Congress governments, the BJP’s predecessor, Jana Sangh, remained committed to its demand. After decades of struggle, the historic moment came on August 6, 2019, when Union Home Minister Shri Amit Shah presented a proposal in Parliament, leading to the abrogation of Article 370. Today, Jammu & Kashmir is an integral part of India. The fight that began in 1952 was finally won in 2019, with BJP karyakartas staying firm in their ideology. Honoring Dr. Syama Prasad Mookerjee’s sacrifice, BJP, under Hon’ble Prime Minister Shri Narendra Modi Ji’s leadership and Shri Amit Shah’s strategic vision, successfully abrogated Article 370.

 

Shri Nadda stated that in 1989, under the leadership of Shri Shanta Kumar, the BJP's national executive meeting was held in Palampur, where a resolution was passed to facilitate the construction of the Ram Mandir. The struggle continued from 1989, and on January 22, 2024, the Ram Mandir was consecrated by Hon’ble Prime Minister Modi Shri Narendra Modi Ji. 

 

BJP National President highlighted that Pt. Deen Dayal Upadhyay introduced the concept of Ekatma Manavvad, which Late Shri Atal Bihari Vajpayee later referred to as Antyodaya. Carrying this vision forward, Hon’ble PM Shri Narendra Modi Ji has embraced the mantra of ‘Sabka Saath, Sabka Vikas, Sabka Vishwas, Sabka Prayas.’ Initiatives like Ayushman Bharat and the PM Gareeb Kalyan Anna Yojana have been launched to uplift villages, the poor, the marginalized, the distressed, the oppressed, Dalits, youth, and farmers. Hon’ble PM Shri Narendra Modi Ji has empowered all the sections of society through his governance.

 

Shri Nadda stated that in terms of a cadre-based organization, the BJP stands as the strongest today. BJP has 973 committees which exceeds the total number of districts in the country.  Furthermore, organizational activities are actively conducted in 15,432 blocks. The party operates 1,60,000 Shakti Kendras, and booth committees are functioning across 6,80,000 booths. This reflects that the Bharatiya Janata Party is the world’s largest democratic and most well-structured political organization.

 

BJP National President stated that the Bharatiya Janata Party has self-established governments in 13 states and the NDA government is in power in 19 states. The party has 240 MPs in the Lok Sabha, 98 MPs in the Rajya Sabha, and 1,664 MLAs. In addition, the party has 162 MLC members and over 100 elected mayors. This reflects the Bharatiya Janata Party as an ideological, cadre-based, and organized party. BJP operates not only based on its ideals but also moves forward with full strength, backed by the love, cooperation, and blessings of the people.

 

Shri Nadda emphasized that Hon’ble PM Shri Narendra Modi Ji has highlighted the importance of speed, scale, and skill, and the country continues to advance accordingly. In 2014, India ranked 11th in the global economy, but today it has become the 5th largest economy. Under Hon’ble PM Shri Narendra Modi Ji’s third term, India will rise to become the world’s 3rd largest economy. Nations worldwide have recognized India’s economic progress, yet Congress continues to harp on the issue of unemployment. In reality, Congress is right—because it is Congress itself that has become unemployed. India’s economy is consistently growing, and inflation is being managed effectively. An investment of ₹10 lakh crore is being made in infrastructure development, roads are being built at a rapid pace, and these development initiatives are also creating employment opportunities.

 

BJP National President highlighted that the people of Himachal had never dreamed that a population of 60-70 lakh would have an AIIMS hospital, but within 10 years, an AIIMS was established, a PGI satellite centre was created, and 4 medical colleges were built. Today, there is a cancer centre in Mandi, and Shimla has received a super-specialty block. When such development works are carried out, they also generate employment opportunities, but the illiterate cannot be made to understand this. Congress leaders have remained as ignorant as ever. Shri Nadda took a jibe at the Congress party that as a health minister, he can fix their eyes, but he cannot give vision to them. This is the situation with Congress; their eyesight can be fixed, but their vision cannot be given.

 

Shri Nadda stated that India has witnessed a six fold growth in electronics goods production. During the UPA government, the Defence Minister used to admit that the country lacked bulletproof jackets, its weapons had become outdated, and there were no fighter jets. Today, India not only has a fleet of Rafale jets but is also manufacturing and exporting bulletproof jackets to other nations. The country's defence exports have now reached ₹70,000 crore. A decade ago, mobile phones commonly displayed ‘Made in China’ or ‘Made in Indonesia,’ but today, even Apple phones bear the label ‘Made in India.’ Currently, 97% of mobile phones are being manufactured domestically. India has risen to the second position globally in steel production and has become the third-largest automobile market. Vehicles have reached even the most remote villages, and refrigerators are now a common household appliance in rural areas. This transformation has been made possible by the rise in people’s purchasing power, which in turn has been driven by the rapid growth of India's economy. Recently, representatives from the European Union visited India to sign agreements related to petroleum and production. Every time the Bharatiya Janata Party has come to power, it has brought significant improvements in people’s lives.

 

BJP National President recalled that in 1994, when he was elected as an MLA and visited various households, he had to travel on foot due to the lack of proper roads. However, by 1998, when he revisited the same villages, over 95% of them were connected by paved roads. This was made possible by former Prime Minister Shri Atal Bihari Vajpayee’s Pradhan Mantri Gram Sadak Yojana, which allocated crores of rupees for the construction of each road. Between 1998 and 2003, 95% of Himachal Pradesh’s villages were successfully connected by paved roads.

 

Shri Nadda stated that it was the Bharatiya Janata Party government that established the Hydro Engineering College in Bilaspur. Every development in Bilaspur has been initiated by the Bharatiya Janata Party, but if one seeks to find the story of destruction, one will find the Congress party behind it. Thus, when it comes to development, the name of the Bharatiya Janata Party is associated, and when it comes to destruction, the path leads to Congress. Today, under the PM Garib Kalyan Anna Yojana, 80 crore people are receiving 5 kg of wheat, rice, and pulses. In Himachal Pradesh, 28 lakh families are benefitting from this scheme. Thanks to Pradhan Mantri Anna Yojana, 25 % of India's population has risen above the poverty line, and extreme poverty in India has dropped to less than 1 %. Former Chief Minister Shri Jairam Thakur had launched Him Care, but the current government in Himachal is unable to run it. On the other hand, Hon’ble Prime Minister Shri Narendra Modi Ji has provided free health coverage of up to ₹5 lakh for every person over 70 years old. Ayushman Bharat has now become the world’s largest program. Presently, the outstanding bill of the Himachal government stands at ₹355 crores, while these people talk about giving ₹1500 per month to our sisters.

 

Union Minister Shri Nadda expressed gratitude to the Himachal Pradesh BJP karyakartas, acknowledging their relentless efforts in helping form a Bharatiya Janata Party government in Delhi. BJP has secured victories in Bihar, Puducherry, Assam, and Goa, and established a government in 13 states. The victory in Delhi is a triumph of the policies and programs of Hon'ble Prime Minister Shri Narendra Modi Ji.

 

Shri Nadda stated that he would personally take care of Delhi, and the people of Delhi, recognizing it as their asset, made an overwhelming decision in favor of the Bharatiya Janata Party. Those who had claimed that winning Delhi would require a rebirth have now failed to even become an MLA. The people of Delhi gave them their answer. The victory in Delhi holds special significance because there was a leader who once protested against the Republic Day parade. Such leaders were strengthening anti-national forces, and the people of Delhi taught them a lesson. From the perspective of women’s power, the Bharatiya Janata Party today has three female deputy chief ministers. Today, the Chief Minister of Delhi is a woman, the Finance Minister of the country is a woman, and it is certain that 33 % of women will be represented in the next Lok Sabha. The Bharatiya Janata Party has worked towards respecting and empowering women. Today, the President of India is also a tribal woman, which is the greatest form of women’s empowerment, as the first citizen of the country is a woman.
