Union Home and Cooperation Minister Shri Amit Shah unveiled the BJP's manifesto for the upcoming assembly elections on Sunday, in Ranchi, presenting a roadmap for the development of Jharkhand under a BJP-led government. Shri Shah highlighted the development initiatives undertaken for Jharkhand under the leadership of Hon’ble Prime Minister Shri Narendra Modi Ji and launched a strong critique against the JMM, Congress, and the INDI alliance concerning illegal infiltration, corruption, rising crime, the safety of tribal communities, and demographic changes in the state. During the event, Jharkhand Election in-charge and Union Minister Shri Shivraj Singh Chouhan, Co-In-Charge and Assam Chief Minister Shri Himanta Biswa Sarma, BJP National Vice President Shri Lakshmikant Vajpayee, former Chief Minister and state president Shri Babulal Marandi, Jharkhand BJP Working President Dr. Ravindra Rai, Union Minister Shri Sanjay Seth, former Chief Minister and Union Minister Shri Arjun Munda, among other leaders were present.
Shri Shah emphasized that the upcoming assembly elections in Jharkhand are not merely about changing the government, they are about securing the state's future. The people of Jharkhand must decide whether they want a government mired in deep corruption or a BJP government that is committed to development under the leadership of Hon’ble Prime Minister Shri Narendra Modi Ji. They need to choose between a government that jeopardizes the livelihoods, dignity, and culture of the people through illegal infiltration or a BJP government that protects the borders so effectively that not even a bird can cross. The youth, suffering from unemployment and paper leaks, are looking toward the Bharatiya Janata Party with hope. The people of Jharkhand are ready to select a government that prioritizes the welfare of the poor rather than one that siphons off funds meant for their development into the pockets of family and friends.
Union Home and Cooperation Minister announced that today the Bharatiya Janata Party has unveiled its manifesto for the upcoming Jharkhand assembly elections. The BJP differentiates itself from other parties by not merely making promises, but by committing to them and ensuring their fulfillment. It is the only party in the country that stands by its words. The track record of BJP-led central and state governments demonstrates that whenever the party has been in power, it has delivered on all its commitments. The poor, backward classes, tribals, Dalits, and urban residents of Jharkhand are looking at the BJP's manifesto with great anticipation. They seek to see their aspirations reflected in the BJP's promises. This manifesto has been crafted with the concerns of millions of Jharkhand residents in mind. It serves not just as the BJP's manifesto, but as a declaration of the hopes and dreams of countless people in the state. It reflects a strong commitment to preserving heritage, a determination to end misgovernance and corruption, a focus on the welfare of the poor, the security of borders, and the protection of livelihoods, dignity, and culture. Former Prime Minister and Bharat Ratna recipient Shri Atal Bihari Vajpayee established the state of Jharkhand, while Hon’ble Prime Minister Shri Narendra Modi Ji has worked to enhance its development. Five years ago, the government led by Hemant Soren came to power in Jharkhand, halting all initiatives launched by the BJP's double-engine government. The BJP is now returning to the people of Jharkhand with renewed hope, committed to fulfilling its goals of development, security, and eradicating corruption in the state.
Shri Amit Shah stated that the tribal community in Jharkhand is not safe under Hemant Soren's government, and the population of tribals in Santhal Pargana is steadily declining. External infiltrators are misleading Jharkhand women, marrying them, and taking over their lands. If this issue is not resolved promptly, Jharkhand's culture, employment, and land will be endangered, and daughters will not feel secure. Therefore, the Bharatiya Janata Party is committed to advancing ‘Maati, Roti, aur Beti’ in its election manifesto for Jharkhand. The BJP has decided to carry forward Jharkhand’s historic heritage of national security, a legacy initiated by Bhagwan Birsa Munda, by integrating the ideals of ‘Maati, Roti, aur Beti’ with respect for tribal pride. Shri Shah emphasized that Hon’ble Prime Minister Shri Narendra Modi Ji declared November 15 to be celebrated as ‘Janjatiya Gaurav Diwas’, and on the occasion of Birsa Munda’s 150th birth anniversary, the entire nation will celebrate ‘Aadivasi Gaurav Varsh.’
The BJP has consistently honored backward communities. From the Kaka Saheb Kalelkar Commission to the Mandal Commission, Congress’ history shows a legacy of opposition to backward communities' welfare. Congress has never taken meaningful action for the reservation and respect of these communities. Whereas, Hon’ble Prime Minister Shri Narendra Modi Ji has shown respect for backward communities by granting constitutional status to the Backward Classes Commission, ensuring 27% reservation for them in all central education systems, and implementing numerous welfare schemes dedicated to their upliftment.
Shri Amit Shah highlighted that, for the first time in India’s history, a daughter from a humble tribal background, Smt Droupadi Murmu—who is herself from Santhal—has had the honor of becoming the President of India. Smt Murmu Ji, who once served as the Governor of Jharkhand, represents a historic moment for the country.
Shri Shah emphasized that regardless of which party’s government has been in power in Jharkhand, the Modi government has consistently undertaken numerous projects for the development of the state. Recently, Hemant Soren asked Hon’ble PM Shri Narendra Modi Ji for an account of ₹1 lakh crore, but if Soren truly has the courage, he should first explain to the people of Jharkhand why, during the UPA government from 2004 to 2014—which included his allies Congress and Lalu Yadav—Jharkhand received only ₹84,000 crore in devolution funds and grants-in-aid. In contrast, under Hon’ble PM Shri Narendra Modi Ji’s leadership, from 2014 to 2024, the central government has provided Jharkhand with ₹3,08,000 crore. Additionally, the BJP-led central government has allocated ₹81,000 crore for infrastructure development, ₹15,000 crore for road construction and ₹65,000 crore for railway expansion. Hon’ble Prime Minister Shri Narendra Modi Ji’s government is also overseeing the redevelopment of 57 old stations in Jharkhand, the operation of 9 Vande Bharat trains, the construction of the Ranchi-Jamshedpur inter-corridor and the development of airports in Deoghar, Bokaro, and Jamshedpur.
Shri Shah further conveyed that with the vision of ‘Sabka Saath, Sabka Vikas’, Hon’ble PM Shri Narendra Modi Ji became the first Prime Minister to visit the village of Birsa Munda, honoring his legacy and paying respects to the land. The Aayushman Bharat Yojana was launched by Hon'ble PM Shri Narendra Modi Ji from Jharkhand, along with the Mudra scheme aimed at uplifting the poor across the country, which was also launched by Shri Narendra Modi Ji in Jharkhand. Additionally, the PM Jan Man Yojana, aimed at the development of the long-neglected tribal communities, was launched by Shri Narendra Modi Ji from the village of Birsa Munda. The inauguration of IIM took place in Ranchi, and the foundation stone for IIT was laid. The Baba Baidyanath temple has been included under the Prasad scheme. Skill and financial assistance are being provided in 17 districts through the Vishwakarma Yojana.
Shri Shah emphasized that Hon’ble PM Shri Narendra Modi Ji provided homes, electricity, toilets, insurance of 5 lakh, gas cylinders, and up to 5 kg of food grains to 60 crore poor people in the country. Among all these schemes, Jharkhand is the biggest beneficiary in the country. The Modi government has extended these benefits to 70% of Jharkhand's population. Over the past five years, the Hemant Soren government has taken actions that have left the people of Jharkhand feeling frustrated. The treatment and conditions faced by women have deteriorated significantly during his administration. Jharkhand has emerged as a major hub for the trafficking of minor girls and the abduction of women, ranking among the highest in the country.
Union Home Minister highlighted that since the BJP left power in Jharkhand in 2017, there has been a 29% increase in crimes against women and a 42% rise in rape cases during Hemant Soren's tenure. Hemant Soren has failed to ensure the safety of women in the state. The BJP government previously facilitated the registration of women's property valued up to 50 lakh for a nominal fee of just 1 rupee, but the Hemant Soren government has discontinued this scheme. The BJP will reintroduce it after coming to the power in Jharkhand. While Hemant Soren may choose not to address various concerns, he must respond to the Ankita murder case, as doing so would bring some reassurance to the mothers and sisters of Jharkhand.
Shri Amit Shah pointed out that many infiltrators are marrying Jharkhand's daughters multiple times, violating their rights, while Hemant Soren stays silent due to vote-bank interests. These infiltrators are engaged in schemes to seize the property of local women. The High Court has acknowledged this issue, issuing orders to identify, detect, and deport infiltrators, but the Jharkhand government has not responded to these directives. However, once the Bharatiya Janata Party comes to power in Jharkhand, Hemant Soren will no longer be able to protect the infiltrators. The BJP will take action to identify and remove each infiltrator one by one. Infiltrators who have encroached on land should stop feeling secure, as the BJP will come to power. The BJP will enact laws to prevent illegal appropriation of property and will work to restore the land to the women from whom it was taken. Hemant Soren has failed to ensure the safety of women in Jharkhand.
Shri Shah stated that Hemant Soren had promised to provide jobs to 5 lakh youth each year. However, the BJP asked for a list from him, not just for 25 lakh youth but even for the 5 lakh he claimed to have employed. The youth are frustrated with Hemant Soren. Hemant Soren had stated that if he couldn't provide jobs for 5 lakh youth annually, he would resign. Instead of resigning, he had to leave his position because he went to jail and after his release from jail, he returned to power by removing Shri Champai Soren, ignoring the promises made to the youth. There have been numerous paper leaks during the JMM government, including leaks for the 11th batch, diploma exams, assistant lab technician exams, municipal recruitment, graduate-level exams, and the JPSC general recruitment exam. Even the JAC 12th-grade physics and biology papers were leaked. The paper leak mafia has devastated the future of the youth in Jharkhand under JMM's protection. While what has happened cannot be changed, once the Bharatiya Janata Party forms the government, it will take strong action against those responsible for the leaks. The BJP government will also establish a transparent recruitment process.
Union Home Minister stated that the JMM has provided shelter to infiltrators, seeing them as part of their vote bank. Due to infiltration, the tribal population in Jharkhand is declining, the demographics are changing, and when challenged in court, the JMM goes into denial mode. The Bharatiya Janata Party government will put an end to this politics of appeasement and will systematically identify and remove all infiltrators, ensuring that the borders are secured to prevent any further infiltration. When the BJP government came to power in Assam, infiltration was effectively stopped, and no one dared to infiltrate there anymore. The BJP will work to protect the interests of the ‘Roti,’ ‘Beti’ and ‘Maati’. The Jharkhand government has excessively engaged in appeasement politics. In Lohardaga, devotees face attacks, and singing kirtans during Ram Navami processions has been banned. In Sehmu, large-scale stone pelting occurs during these events, while in Sahibganj, temples are being vandalized. In Jamshedpur, violent slogans demanding a "Hindu Jharkhand Chhoro" are being echoed. Hemant Soren should be embarrassed by these circumstances. Under the BJP, Jharkhand will experience a rule of law that will ensure those engaging in such crimes end up behind bars, deterring anyone from acting inappropriately. The BJP will also work to reclaim lands taken by Bangladeshi infiltrators.
Shri Amit Shah pointed out that the Hemant Soren government has failed to fulfill its promises, particularly the commitment to provide 5 lakh jobs. Unemployed graduates were supposed to receive a stipend of ₹5,000, but that has yet to happen. Similarly, postgraduate unemployed individuals were promised ₹7,000, which remains unfulfilled. Each poor person was to receive ₹72,000 “khata khat,” but that assistance has not materialized either. Widows were promised a pension of ₹2,500, which has not been provided, nor have the cooking gas subsidies or the ₹51,000 promised to newly married women. Additionally, the loan of ₹50,000 against Aadhaar cards has not come to fruition. After breaking so many promises, Hemant Soren has no right to ask for votes from women, widows, youth, and the poor. The people of Jharkhand have come to understand that the word "shame" is not in his vocabulary. Still, he persists in seeking votes alongside his wife, but the citizens of Jharkhand see through him.
Shri Shah stated that if there is any government in the country that is the most corrupt, it is the one in Jharkhand. The Jharkhand government has reached unprecedented levels of corruption. For example, ₹350 crore was seized from the home of a JMM alliance MP, and over ₹20 crore was found at Alam's residence. Machines were brought in to count the cash, indicating the enormous amount of money that required a tempo for transport. Hemant Soren must explain where this money came from. This money belongs to the poor tribals, to the impoverished mothers from backward classes, and to the youth of disadvantaged groups. If Hemant Soren had not been involved in corruption, Jharkhand would be a developed state today.
Shri Amit Shah stated that Jharkhand is the richest state in the country because of its vast mineral resources, the value of which is beyond estimation. However, despite this wealth, the people of Jharkhand are among the poorest in the nation. This disparity is a result of Hemant Soren's government and its policies. To rectify this situation, the BJP has introduced its manifesto as a 'Sankalpa.' The key points of the Sankalpa Patra include:

● In Jharkhand, the BJP government will deposit ₹2,100 into women's bank accounts on the 11th of every month through the ‘Gogo Didi Yojana’.
● Gas cylinders will be made available to women ₹500, and one cylinder will be provided free of charge during Diwali and Raksha Bandhan.
● Over the next five years, 500,000 job opportunities will be created for the youth of Jharkhand, along with fair and transparent recruitment for around 300,000 government positions.
● A unified exam calendar will be issued, and each year, 100,000 job opportunities will be made available to the youth of Jharkhand.
● Every graduate and postgraduate youth will be provided with a monthly stipend of ₹2,000 as ‘Yuva Sathi Bhatta.’
● BJP government will ensure that it fulfills its promise of providing a permanent house to every poor person in Jharkhand and will soon complete 21 lakh homes under the PM Awas Yojana.
● In Jharkhand, transparency and fairness will be upheld in the recruitment process for government positions. The CBI and SIT will investigate previous paper leak scandals, and those responsible will be prosecuted and imprisoned.
● Infiltration will be prevented, and a rigorous legal process will be ensured. All lands that have been illegally occupied will be restored to the names of Jharkhand's tribal daughters.
● A one-time stamp duty scheme will be reintroduced.
● Forthcoming BJP government will provide free education to the daughters of Jharkhand in B.Ed, nursing, and other vocational programs.
● Rehabilitation will be guaranteed prior to any displacement, and a rehabilitation commission will be formed under the leadership of a retired judge.
● Grants and support will be offered for the development of tribal religious and cultural sites.
● Grand memorial will be constructed for Bhagwan Birsa Munda in Jamshedpur, for Sidho Kanho in Dumka, for Nilamber-Pitamber in Palamu, for Bodhau Bhagat in Lohardaga, for Potoho in Jagannathpur, and for Telang Khariya in Gumla.
● The Uniform Civil Code will be implemented in Jharkhand and the state's tribal population will be exempt from it.
● Under the Matritva Suraksha Yojana, 6 nutrition kits and financial assistance of ₹21,000 will be provided.
● 10 new medical colleges will be established for the youth.
● The coverage amount for the Ayushman Bharat Jeevan Dhara Yojana will be raised from ₹5 lakh to ₹10 lakh, and for members aged 70 and above, it will be increased to ₹15 lakh.
● A total of 25,000 new beds will be established in CHCs, PHCs, and government hospitals.
● A zero-tolerance policy towards corruption will be enforced, and SIT will be established to investigate the funds misappropriated by the Ghamandia alliance members, ensuring that those responsible are put behind bars.
● Illegal mining will be halted, and the 181 CM Samvad Helpline will be reactivated.
● In the state, the salary of the Panchayat heads will be set at ₹5,000, and under Operation Suraksha, a 24-hour toll-free helpline will be established, along with the creation of special assistance.
● Efforts will be made to completely eradicate cattle smuggling in Jharkhand.
● Rice from farmers will be bought at a rate of ₹3,100 per quintal, with payment made within 48 hours.
● New approaches will be sought to implement the 27% reservation for backward classes without decreasing reservations for any other category.
● Efforts will be made to construct the Diamond Expressway and under the PM Gram Sadak Yojana, 25,000 kilometers of roads will be built.
● BJP government in Jharkhand will offer a ₹20,000 scholarship for coaching in SAT, NEET, IIT, IAS, JAS, and Banking, as well as free premium online courses will be provided. Furthermore, the government will pay the full interest on loans up to ₹10 lakh for higher education.
● Jharkhand Johar Bhawan will be set up in every major city across the country, offering affordable accommodation with quality facilities.
● Pensions for the elderly, widows, and persons with disabilities will be raised up to ₹2,500.
● Processing and storage facilities will be set up in tribal regions.
● All forest products will be purchased.
● Internship and skill training programs will be launched in Jharkhand, offering annual financial support of ₹1 lakh to 500,000 young individuals.
● IITs will be enhanced through a hub-and-spoke model.
● Routes connecting prominent Devi temples will be developed as the Devi Circuit.
● The Baba Baidyanath and Basukinath pilgrimage sites will be equipped with ultra-modern facilities.
● Jharkhand will be developed as the hub of eco-tourism.
● Languages spoken in Jharkhand, such as Ho, Mundari, Kurukh, Kurmali, Bhumij and Sadri, will be integrated into the state's educational institutions. Furthermore, some of these languages will be designated as official languages of Jharkhand. Efforts will be made to include them in the Eighth Schedule.

Union Home and Cooperation Minister Shri Amit Shah emphasized that the Bharatiya Janata Party has made five key commitments in its election manifesto aimed at the holistic development of Jharkhand. The BJP is dedicated to realizing this vision. Shri Shah assured the people of Jharkhand that the BJP will foster development in a manner that allows every youth to find employment opportunities within the state, eliminating the need to seek work outside Jharkhand. Jharkhand's mineral resources will be fully harnessed for development. The BJP will establish industries based on these resources and create job opportunities. The Hemant Soren’s government has severely exploited Jharkhand's mineral wealth through mining, but the BJP remains committed to restoring it and focusing on the welfare of the tribal population. The late Shri Atal Bihari Vajpayee dreamed of Jharkhand's creation with great vision, and in 2014, under the double-engine leadership of Hon’ble Prime Minister Shri Narendra Modi Ji, the state was put on the path of development. Unfortunately, Hemant Soren's five years in power have turned Jharkhand into a center of corruption, unemployment, insecurity, and infiltration.
Shri Shah emphasized that Hemant Soren is engaging in misinformation regarding Sahara Cooperative. He served as an ally in the central government for ten years, from 2004 to 2014, and has been in power in the state for five years, yet he did nothing for Sahara and is now resorting to propaganda. The Bharatiya Janata Party reaffirms that those who have legally invested in Sahara Cooperative will receive their rightful dues down to the last penny from the BJP government.
Shri Shah assured all tribals in Jharkhand that they need not fear the UCC. The UCC will not infringe upon the rights, laws, or traditions of the tribal communities. It is designed to protect the tribals, and it will be ensured that they are not harmed by its implementation. Additionally, steps will be taken to address the atrocities faced by women in the state, to curb illegal immigration, and to reclaim the land that has been wrongfully taken from the women through manipulation and coercion into second or third marriages.
Union Home Minister Shri Amit Shah urged the people of Jharkhand to place their trust in Hon’ble Prime Minister Shri Narendra Modi Ji's slogan, guarantees and the double engine government, calling on them to elect a BJP government with a two-thirds majority in the state. Shri Shah conveyed his belief that the BJP's ‘Sankalp Patra’ is not merely a list of promises, but a solid commitment that will be firmly honored and that the party is dedicated to revitalizing Jharkhand's prosperity once again.
