Salient Points of the speech given by Hon’ble BJP National President Shri Jagat Prakash Nadda while addressing at ‘Samvidhan Diwas Samaroh

Hon’ble BJP National President administered the oath of allegiance to the Constitution to all the party leaders, office bearers, and karyakartas present at the event

Constitution Day not only makes us aware of the importance of constitutional values – justice, equality, and unity in diversity – but also reminds us of our fundamental rights, responsibilities, and the significance of the Constitution.

****************

In 2015, when the proposal to celebrate Constitution Day was brought up in Parliament, the Congress party questioned its need, arguing that since Republic Day is celebrated on January 26, there was no necessity for another day. This reflects Congress's negative attitude and disrespect towards the Constitution.

****************

The Bharatiya Janata Party's Panch Nishtha echoes the Preamble of the Constitution, which does not discriminate based on gender, caste, or place, and ensures the freedom of expression and movement.

****************

The Congress party and one family have consistently undermined the core essence of the Constitution and tried to dismantle it. By imposing an Emergency, Congress effectively took the Constitution hostage.

****************

The Congress party ousted democratically elected governments 90 times, undermined the Constitution, and sought to control the judiciary. Congress attempted to influence judicial appointments to advance its own agenda.

****************

The Constitution does not provide for reservations based on religion, yet the Congress party, through its appeasement politics, repeatedly interfered with the reservations for SC, ST, and OBC in its ruled states, benefiting a particular religion.

****************

Instead of giving him respect, the Congress Party repeatedly humiliated Dr Ambedkar, whereas the Narendra Modi government not only gave him the respect he deserved but also developed the Panch Teerths and brought Baba Saheb's dreams into reality on the ground.

****************

The youth of the country should seek to understand why Baba Saheb Dr. Ambedkar resigned from the central cabinet and how the Congress party conspired to defeat him in the elections? Baba Saheb received the Bharat Ratna only when a BJP-supported government came to power at the centre.

****************

The Modi government, while truly safeguarding the Constitution, took key decisions such as abolishing Triple Talaq and Article 370. Additionally, important steps were taken, including the Women's Reservation Bill, granting constitutional status to the OBC Commission, and providing 10% reservation to the Economically Weaker Sections.

Hon’ble Bharatiya Janata Party National President Shri Jagat Prakash Nadda addressed Samvidhan Diwas Samaroh at BJP headquarters on Tuesday. During the event, Union Ministers Shri Arjun Ram Meghwal and Shri Virendra Khatik, BJP National General Secretary (Organization) Shri B.L. Santosh, National General Secretary Shri Arun Singh, Shri Dushyant Gautam, MP Sushri Bansuri Swaraj, along with senior party leaders and workers were present. Hon’ble National President also administered the oath of allegiance to the Constitution to all the party leaders, office bearers and workers present in the auditorium. During his address, Shri Nadda remarked that while the Constituent Assembly accepted the Drafting Committee's report on 26th November, 1949, it took 65 years for the country's leadership to officially recognize “Constitution Day”. Under the leadership of Hon’ble Shri Narendra Modi ji, on 19th November 2015, the Ministry of Social Justice and Empowerment issued a notification to celebrate 26th November as 'Constitution Day'. Under Hon'ble Prime Minister Shri Narendra Modi Ji's leadership, Cooperative Federalism has been promoted with complete dedication.

Shri Nadda commenced his address by paying tribute to Bharat Ratna Dr. B.R. Ambedkar, underscoring his crucial role as the chairman of the Drafting Committee and his invaluable contribution in shaping the Constitution of India. He highlighted Dr. Ambedkar's significant influence in making the Constitution a living document that continues to guide the nation. As the President of the Constituent Assembly, Dr. Rajendra Prasad played a key role in guiding the debates and overseeing the discussions with great attention to detail. Dr. B.R. Ambedkar, in turn, presented these deliberations in a remarkable way, articulating them beautifully, which ultimately shaped the Indian Constitution. On this day, we pay our respects to both Dr. Ambedkar and Dr. Rajendra Prasad, with special emphasis on Dr. Ambedkar, who, through his exemplary efforts, helped create the Constitution of India—the world's largest constitutional document—a legacy we continue to honor. We all pledge to contribute fully in giving practical form to Dr. Ambedkar's Constitution.

Hon’ble BJP National President stated that 26th November also reminds of the tragic incident of 26/11 that took place in Mumbai, where Indian citizens and some foreign tourists lost their lives, and several security personnel were martyred. It is important to remember them today, as they also gave their lives in service. He paid a heartfelt tribute to the security forces who contributed to saving others during the attack, acknowledging their immense sacrifice and bravery.

Shri Nadda stated that Constitution Day, as a gift from Dr B R Ambedkar to all of us, holds great significance, and it becomes our collective responsibility to use it wisely and contribute to the progress of the nation. The Constitution was ready in 1949, and on 26th November, the country accepted the report of the Drafting Committee. However, it took 65 years for the leadership of this country to officially recognize it as Constitution Day. This raises a question about the nation’s conscience and its leadership. Samvidhan Gaurav Yatra was launched by Shri Narendra Modi Ji during his tenure as the Chief Minister of Gujarat, and he observed it on 26th November. It is also a significant historical fact that after becoming the Hon’ble Prime Minister of India in 2014, Shri Narendra Modi Ji, on 19th November, 2015, through the Social Justice and Empowerment Department, issued a notification declaring 26th November as Constitution Day. While this is indeed a cause for celebration, it also prompts us to reflect the disrespect of constitution and negative mindset of those (congress party) who spoke of the country’s freedom and ruled the nation for many years. It raises the question of where the Constitution stood in their vision and thought.

Hon’ble BJP National President highlighted that when the proposal to celebrate Constitution Day was raised in 2015, members of the Congress party questioned the necessity of observing 26th November, since they believed that 26th January is already being celebrated. This led to a two-day debate in both the Lok Sabha and Rajya Sabha, after which Constitution Day was officially celebrated for the first time. Today, when we discuss Constitution Day, it is essential for the nation to acknowledge the individuals and leadership responsible for presenting the Constitution in its true form. The credit for this achievement goes to none other than our Hon'ble Prime Minister Shri Narendra Modi Ji, who played a pivotal role in this endeavor.

Shri Nadda stated that all the karyakartas of the Bharatiya Janata Party and its “Panch Nishtha” emphasize that the Bhartiya Janata Party is committed to ensuring no discrimination based on sex, race, place of birth and upholding freedoms of speech and movement. It is our collective responsibility to read and reflect upon the Preamble and study the Directive Principles of State Policy. It is essential for everyone, especially those who are governing the country and the states, to understand and incorporate Directive Principles of State Policy in their actions. Under the leadership of Hon’ble PM Shri Narendra Modi Ji, efforts are being made to advance cooperative federalism with full spirit. The Constitution clearly states that India is “Unitary in nature, federal in structure.” We have accepted both the federal structure and the unitary nature of the country. This is why empowering the states is essential, and this led to the creation of a new terminology - “Cooperative federalism.” In this framework, we are working in close collaboration with the states, fostering development activities, and striving to ensure they are carried out in the right manner. Under the leadership of Hon'ble PM Shri Narendra Modi Ji, the Bharatiya Janata Party has been completely successful in fully implementing the spirit of the Constitution in a hundred percent manner.

Hon’ble BJP National President remarked that the Constitution of India had already established that all states are equal and integral parts of India. Article 370 was abrogated on 5th August, 2019, under Hon’ble PM Shri Narendra Modi Ji's leadership, following its passage in both the Lok Sabha and Rajya Sabha. For the first time in 70 years, Jammu and Kashmir's Chief Minister has taken the oath of the Indian Constitution. It has been the leadership of Hon’ble PM Shri Narendra Modi Ji, post the abrogation of Article 370 and Article 35A that truly implemented the Constitution and fully integrated Kashmir as an inseparable part of India in every sense.

Shri Nadda stated that there is no triple talaq in countries like Pakistan, Bangladesh, Afghanistan, Iran, Iraq, and Indonesia, nor in any other Islamic country.  However, it continued in India until steps were taken under the leadership of Hon'ble Prime Minister Shri Narendra Modi Ji, to end it. It is the NDA and its leadership that have truly protected the Constitution. The Women's Reservation Bill was first introduced in the Lok Sabha in 1996 but remained stalled for years without any decision. During the Modi government’s second term the bill was passed, ensuring that Indian women will have 33% reservation in the next Parliament. Similarly, while there was talk of protecting the Constitution and securing justice for OBCs, the National Backward Commission did not have constitutional status until the NDA government under Hon’ble PM Shri Narendra Modi Ji granted it. The NDA government also introduced 10% reservation for the Economically Weaker Sections, taking a significant step toward ensuring equality for all.

Hon’ble BJP National President stated that some individuals, particularly from a certain political party, have repeatedly attempted to harm the fundamental spirit of the Constitution and even tried to dismantle it. There was a deliberate effort to distort the interpretation of the Constitution to further their own agenda. The emergency lasted for two years, during which Articles 19, 21, and 22 were violated, and their enforcement was suspended. Freedom of speech and press were restricted. Over 136,000 people were detained under MISA and DIR. To protect the Constitution, more than 75,000 people who supported the BJP’s ideology were imprisoned. At that time, there was no certainty whether they would ever be released or if freedom would return, but the fight continued nonetheless.

Shri Nadda stated that today, Constitution Day is being celebrated across the entire nation. The Bharatiya Janata Party is the true protector of the Constitution, and it is our responsibility to preserve it. The Congress party has toppled democratically elected governments 90 times, attacked the Constitution and tried to control the judiciary. They attempted to manipulate judicial appointments also.

Hon’ble BJP National President remarked that during Dr. B.R. Ambedkar's lifetime, when he was to be honored, the leadership of the country made no effort to avoid humiliating him. When Dr. Ambedkar resigned from the Cabinet, his resignation letter expressed his deep pain. Why was his resignation hidden from the public? These are important matters as a political student, one should study and understand. It is essential to know that when Dr. Ambedkar contested the elections from Mumbai, there was a party that opposed him. The attempts made by a particular political party to cause him distress and prevent him from entering the Lok Sabha should be highlighted for public awareness.

Shri Nadda emphasized that people should recognize how the BJP and its supporters have contributed to safeguarding the Constitution. Despite several Congress governments ruling the country for a long time, Dr. B.R. Ambedkar was never awarded the Bharat Ratna. It was only when a BJP-supported government came to power that Dr. Ambedkar was honored with the Bharat Ratna, and his portrait was finally displayed in Parliament. Such respect to him has been given by the BJP.  With pride, it can be said that BJP members are the true champions and protectors of the Constitution. Everyone must remain vigilant against those who have repeatedly tried to undermine the Constitution. To protect it, we must always be ready to stand firm as its defenders.

Hon’ble BJP National President stated that after extensive debates in the Constituent Assembly, it was decided that reservations would not be based on religion. As a result, there is no provision for reservation on religious grounds in the Constitution. However, the Congress party has repeatedly attempted to encroach upon the reservations of SCs, STs, and OBCs through backdoor methods. As protectors of the Constitution, it is our responsibility to understand, uphold, and live by its core principles. This is a pledge we all must follow.

Shri Nadda conveyed that the glorious journey of the making of the Constitution of India has been documented in a film by Shyam Benegal, available on Sansad TV. He added that it is important for political karyakartas and students to watch these proceedings to better understand India. The film showcases the debates the leaders had, and how, after much deliberation, this Constitution was created. Therefore, it is our collective responsibility to protect and move forward with the Constitution, dedicating ourselves to it.

Hon’ble BJP National President then extended his congratulations on ‘Constitution Day’ and paid tribute to Dr. B.R. Ambedkar and Dr. Rajendra Prasad. Shri Nadda honored those who made significant contributions to the debates in the Constituent Assembly. He also emphasized the importance of safeguarding the Constitution and pledged that everyone must dedicate themselves to its cause.
