
We are grateful to the Hon'ble Election Commission of India for giving us time at short notice.
The BJP is constrained to draw your kind attention to a serious violation of the model code of conduct by no less an institution than that of the Prime Minister, Shri Manmohan Singh. Media reports of yesterday and today carry news of the announcement made by the Prime Minister in an election public meeting at Dankamokam (Karbiang-long) held on 2.4.2006 He announced a financial package of Rs. 602 crore for the rehabilitation of the families of those killed or injured in the tribal conflicts of last year. This is a flagrant violation of the model code of conduct. Part VII of the model code of conduct contains specific instructions to the Party in Power. Sub para (VI) of this part states that from the time the elections are announced by the commission, ministers and other authorities shall not
(a) announce any financial grants in any form or promises thereof.
It is pertinent to note that here the Prime Minister is not even hinting at a possible relief but makes an announcement of a specific sum of Rs. 602 crore as a financial package for a specific purpose of rehabilitation of the next of kin of those killed or injured in the specific tribal conflicts of last year. The announcement is made in the tribal belt of Karbiang-long. Such an announcement almost takes the form of an inducement by way of bribery to the voters of a particular constituency. Such a breach of code by no less a person than the Prime Minister himself lends a serious dimension to the matter.
We request the Hon'ble Election Commission to take serious note of this violation and initiate suitable punitive and corrective action.
