Dear Dr. Manmohan Singh ji,
I am writing this to you to draw your attention to the alarming situation that has developed in Delhi on account of governmental inaction in the face of the plight of thousands of traders and commercial establishments. In the name of implementing judicial orders, the Municipal Corporation of Delhi, using coercive police force, has been either sealing shops and trading centers or bulldozing them to the ground. This has hit the livelihood of tens of thousands of poor and middle-class people, especially those dependent on self-employment. Naturally, it has incensed the affected people, who have been made to pay the price for the lack of long-term planning, arbitrary implementation, corruption and various other acts of commission and omission of the executive.
Dr. Harsh Vardhan, President of the Delhi unit of the BJP, along with all the MLAs belonging to my party met me today to apprise me of the anarchic situation that has developed in the national capital. They hold the Municipal Corporation of Delhi, the Delhi Government and the Ministry of Urban Development at the Centre responsible for this situation. They have told me that the matter would not have come to this pass had the Amnesty Plan suggested by Prof. Vijay Kumar Malhotra been accepted by the Delhi Government.
It is obvious that there can be no just or workable solution to this problem by overlooking the humanitarian considerations and legitimate needs of the affected people.
I strongly urge you that, in view of the gravity of the matter, your government should intervene immediately and effectively – if necessary by promulgating an ordinance – to give succor to the affected people. For this purpose, I also request you to soon convene a meeting of representatives of all the parties concerned.
