A joint press conference was conducted at the BJP headquarters, where West Bengal BJP President Shri Sukanta Majumdar and party’s national spokesperson Shri Gaurav Bhatia highlighted the corruption and misdeeds under the Mamata Banerjee’s government as per the state’s Comptroller and Auditor General (CAG) report 2021. The state government’s failure to submit utilization certificates was also highlighted during the press conference.

West Bengal BJP President Shri Sukanta Majumdar initiated the press conference by conveying that in Bengal, the Mamata Banerjee-led government, under the guise of governance has been involved in several corrupt activities. The CAG report for 2021, presented in Parliament, has highlighted the concerns to the government's attention and the necessity to make the public aware of the situation was emphasized. Shri Majumdar noted that the CAG has shed light on a massive financial misappropriation and potential scam of nearly ₹2 lakh crore carried out by Mamata Banerjee's government. The CAG, which regularly conducts financial audits of government bodies, whether at the central or state level, has published the state financial audit of West Bengal in March 2021. This audit revealed various irregularities, potential fraud, misappropriation, and instances of embezzlement, all of which are thoroughly examined by the CAG. The norm for any government work or project funded by public money is that within one year of its completion, the government is required to provide a utilization certificate. However, the CAG report in West Bengal reveals that there are 2.4 lakh utilization certificates pending, amounting to a total of 1.95 lakh crore. This implies that Mamata Banerjee's government has not submitted utilization certificates for such a significant amount.

 

Shri Sukanta Majumdar highlighted that according to financial rules, the whereabouts of this money, where it has gone, is unknown to anyone. If Mamata Banerjee or her government were aware, they would have provided the utilization certificate, but it has not been done so far. He added that out of 2.4 lakh missing utilization certificates, 1.6 lakh pertained to the time span from 2018 to March 2021 in which majorly three departments of the West Bengal government are involved – rural development, urban development, and school education. Among these three departments, two had been highlighted for corruption charges, and recently, the TMC has faced the most significant allegations. Even the former education minister of the state is currently behind bars. And due to the prevailing conditions, the funds for rural development have been stalled by the central government. The failure to provide utilization certificates implies that fraud has been committed. Despite being aware of this, Mamata Banerjee has refused to provide the certificates. He assured that in future, the BJP will also provide documents specifying in which year Mamata Banerjee's government refused to provide utilization certificates and the corresponding amounts involved.

 

Shri Sukanta Majumdar stated that to run the government's operations, sometimes funds other than the budget, known as the contingency fund, are utilized. According to the financial rules of West Bengal, if the state’s government uses money from the contingency fund, it is required to submit Detailed Contingent Bills (DC bills) within one month. However, Mamata Banerjee, who claims not to take any salary from government funds, has not submitted a single DC bill since 2018 for the emergency fund of approximately ₹3400 crore, which is the hard earned money of the public. As per financial rules, the use of the contingent fund is allowed only in case of emergencies, but Mamata Banerjee's treasury has not accounted for this entire amount yet. What's even more surprising is that nearly one-third, or ₹1169 crore, of the fund has been spent, and it was revealed that the amount was spent by the Home Ministry, of which Mamata Banerjee herself is the minister.

 

West Bengal BJP President Shri Sukanta Majumdar remarked that Mamta Banerjee believes that the fund of Government is her personal fund, he added that there is a unique kind of account being utilized in West Bengal that has been observed  by CAG which is named as ‘personal ledgers and personal accounts’.  No acknowledgements have been done that where the fund have been spent and as per the financial system of  West Bengal there is a West Bengal treasury rule, the PD accounts are opened if any projects are  under progress, in that situation money can be used in the name of PD account and by the end of the financial year the funds has to reimbursed to the consolidated accounts. But it has been observed that the money that has to be reimbursed to the consolidated account from the PD account has not been returned. Approx 160 such PD accounts are there in the state of West Bengal  in which 3,465 crore are there, which is total violation of finance rules. This is being done by Mamata Government , it simply means that the citizens of West Bengal are being looted. Upon reviewing the CAG reports, it becomes evident that Mamata Banerjee's government has allegedly plundered public funds. The CAG report serves as a ‘tight slap’ of her administration, contradicting her self-proclaimed image as an honest politician nationwide. According to the CAG report, Mamata Banerjee's government systematically deceived the public, and the absence of utilization certificates adds weight to the allegations. The Home department under her administration is implicated in the alleged scam.

 

During the press conference, Shri Gaurav Bhatia mentioned that there is a competition between two ideologies in the country. One side represents an honest Shri Narendra Modi’s government working towards serving the public and making the country corruption-free. On the other hand, the CAG report reveals that every party of the INDI Alliance is working as an opposing force against the people of the country and has strong democratic values. Shri Bhatia emphasized that parties involved in corruption are hindering the country from becoming corruption-free. Shri Bhatia criticized Mamata Banerjee, who talks about Maa, Mati, and Maanush, for being involved in what he called the 'Mother of all scams.' Shri Gaurav Bhatia asserted that while the notional value of the 2G scam is 1.75 lakh crore, the scam in question involves a staggering 2 lakh crore, justifying the term 'Mother of all scams.'

 

Shri Gaurav Bhatia highlighted that the corrupt CM Mamata Banerjee has forgotten her oath to follow the rules and procedures laid out in the Constitution and criticized her for placing herself above the law and order of the country. Referring to the attack on ED officials under the 'Jungleraaz' of Mamata Banerjee, Shri Bhatia accused her of looting funds allocated by the Centre and refusing to present the report requested by the CAG. He emphasized that when the rule of law prevails, it teaches a lesson to corrupt leaders.

In the same context, Shri Gaurav Bhatia highlighted that TMC leader Shahjahan Sheikh, involved in the attack on ED officials, is on the run and hasn't been caught, allegedly being protected by Mamata Banerjee. He referred to her as the 'Queenpin' of the scam. Shri Bhatia mentioned that whenever there is spending from the state fund, the government is obligated to provide a utilization certificate to justify that the public's expenditure was beneficial. Whether it was about unaccounted contingency funds or personal deposit accounts, there was a lack of transparency.

Shri Gaurav Bhatia noted that the CAG had requested a utilization certificate of ₹3.94 lakh crore from the Bengal government multiple times, but the government failed to provide the account. 2.29 lakh crore worth of utilization certificate was never presented by the state government. Shri Bhatia claimed that the Unaccounted Contingency funds, meant for use in emergencies and not in normal circumstances, have specific rules. If a state government withdraws funds from contingency funds, it is required to return the amount to the fund within one month, ensuring its availability for future emergencies. However, Shri Bhatia alleged that the state government had not returned the 3400 crore bill to the funds, violating these rules.

Shri Gaurav Bhatia stated that the most amount of unaccounted contingency funds was by the Home Ministry, which comes under CM Mamata Banerjee. Shri Bhatia posed a question to Mamata Banerjee whether the ₹3400 crore was spent on Rohingyas, or she gave it to her family or she used it to incite violence in the state. In West Bengal, 'Kanoon vyavastha dhwast hai, Mamata Banerjee mast hai,' underscores the deteriorating law and order situation in the state, indicating that the funds may have been used to incite violence. Shri Gaurav Bhatia highlighted another issue flagged by the CAG, pointing out that until March 2021, there were 160 personal accounts containing ₹3465 crore. However, for unknown reasons, the funds from these accounts were transferred to new accounts, raising concerns about the potential misuse of the money by the state government for personal purposes or to instigate violence.

 

 

 

Shri Gaurav Bhatia claimed that there is a scam of 2 lakh 30 thousand crore under the utilization certificate, ₹3400 crore under unaccounted contingency funds, and up to 5000 crore personal funds. He noted that Mamata Banerjee believed that she could engage in theft and fraud in the state, and anyone attempting to uncover the scam would face violence. Shri Gaurav Bhatia noted that under Mamata Banerjee's rule, instances of rape, innocent killings, and attacks on officers increased, creating an atmosphere of fear around central agencies.

 

While concluding his remarks, Shri Gaurav Bhatia emphasized that political parties like TMC, AAP, JMM, RJD, or the INC party, known as the "Mother of all corruption," should dispel the misunderstanding that they are above the law or can intimidate honest officers and suppress the public. He asserted that the strength of the honest Central government has resulted in leaders who were once proud of their corruption now being behind bars.
