Salient points of the Press Conference by BJP National Secretary, Shri Shrikant Sharma

It is shameful for any sensitive government to be rebuked in the manner the Hon’ble High Court of Allahabad has censured the healthcare system of Uttar Pradesh under the Akhilesh Yadav government. One the one hand, the health of Uttar Pradesh is on a decline; on the other, the wealth of the families that lead the SP, BSP and Congress is in the pink of health. It is the height of insensitivity of the Samajwadi Party government of the state that, with callous regard for the outbreaks of dengue, malaria and chikungunya, the family of Shri Mulayam Singh Yadav and the government of Shri Akhilesh Yadav are engaged in a pretentious fight. The soap opera-like squabble in the clan is nothing but a well thought out bid to deflect public attention from the failure of the Yadav government on all fronts. This fake feud is expected to continue till the counting of votes in the Uttar Pradesh elections is over.

Chief Minister Shri Akhilesh Yadav is not concerned about the health of the 20 crore people of Uttar Pradesh; he is focussed on how to make his family stay glued to power. Uttar Pradesh has the worst availability of doctors in the whole country. According to the latest report from the Union Health Ministry, the state needs 3,497 doctors at the primary health centres while it has got only 2,209. Thus, it falls short of the requirement by 1,288 doctors. When it comes to specialists, the situation of Uttar Pradesh is grim. The state’s government hospitals need 3,092 specialists while a mere 484 are on duty, making a shortfall of 2,608 specialists. Out of the 20,521 sub-centres, a horrifying 14,291 do not have even health workers. You may well imagine how much the people have to suffer to get themselves treated for illnesses. The villages are worse off. According to a CAG report, the rural areas of the state need 1,555 CHCs, 5,183 PHCs and 31,100 sub-centres whereas it has a mere 773 CHCs, 3,538 PHCs and 20,521 sub-centres. Most villagers — including the labourers, farmers and the poor — have to travel miles for treatment. As a result of the poor network of hospitals, while the national average for the hospital-to-patient ratio is 1:61,000, that in Uttar Pradesh is 1: 2,54,000. This pathetic condition of the state is caused also by the fact that 80 per cent of its population has no access to clean water [these figures have been taken from the reports published in various newspapers]. This is why life-threatening diseases spread so quickly in the state. Neither medicines nor doctors are available easily. Besides, after the rains, the vector-prone areas were not adequately fogged. The whole of Uttar Pradesh is agonised consequently. This report is a reality check for Shri Akhilesh Yadav.

It is important to cite from the observation of the Hon’ble High Court in this context. Hearing a case of administrative negligence in fighting the dengue epidemic, the court took the Akhilesh Yadav government to task by saying that the resentment is not based on estimates but on the affidavit filed by the very state government. It said that the state government had failed miserably in fulfilling its constitutional obligations. The court added that the state government had completely failed in securing health and sanitation for the citizens and asked why President’s Rule should not be enforced on the state. This is not a comment by the BJP; it is the Hon’ble High Court making an observation.

The BJP demands of Shri Akhilesh Yadav that he break his silence and clarify his stance on the issue — if he is left with some sense of morality. The way Shri Yadav had alleged that the reports of Bulandshahr gang-rape were politically motivated, echoing Shri Azam Khan’s view, it sets his standard of morality rather low. Despite intelligence reports, land mafia henchmen murder city SP Mukul Dwivedi and SO Santosh Yadav in broad daylight inside the Jawahar Bagh; cow smugglers kill SI Manoj Mishra; the panchayat polls of Muzaffarnagar are followed by the murder of a 12-year-old Mohammed Shami — and Shri Akhilesh Yadav stays quiet on all these issues. He must speak, now that the high court has admonished him. We would like to ask Sushri Mayawati and Shri Mulayam Singh Yadav alike why the people are suffering due to such poor healthcare facilities after 15 years of their rule while the wealth of these rulers has only burgeoned.

The people of Uttar Pradesh have witnessed only poor governance, crime, corruption and plunder for the last 15 years. In 2012, exasperated by Sushri Mayawati’s anarchism and corruption, the people had chosen Shri Akhilesh Yadav, but the SP government has failed them. The days of the Akhilesh Yadav government of Uttar Pradesh are numbered. In 2012, the people rejected the bua of Shri Akhilesh Yadav; now they are dismissing the ‘nephew’. The formality of bringing an end to the Akhilesh Yadav government will be completed with the people’s act of pressing the EVM button. The people of Uttar Pradesh want no more of the SP-BSP-Congress chorus; they want good governance, development, education and health facilities, and a BJP government alone can ensure all this; for, development has always been our leitmotif. All the states that have BJP governments have witnessed two-digit growth rates, world-class roads, good education and health services and low rates of crime. The end of the Akhilesh Yadav government in Uttar Pradesh is a foregone conclusion; the people of the state have made up their minds.

The next government of Uttar Pradesh will certainly be of the BJP. We will not spare any wrongdoer who went scot-free during the SP and BSP rules and those who have ridden roughshod over the public sentiment and been callous about their health. Our government will take strong action against the guilty. For 15 years, the SP, BSP and Congress have held Uttar Pradesh hostage with a cartel between them that does not punish criminals who are part of the nexus; the bua whitewashes the crimes of the SP while the nephew whitewashes the crimes of the BSP. And when the Congress is at the Centre, it covers up the crimes of both. All that these three parties do is vote-bank politics; they attempt to buy votes, too. When it is time for the Akhilesh Yadav government to be answerable to the people, it is enacting a scripted drama to mislead everybody. Bot the SP and the BSP have links with criminals and the mafioso, without the help of whom they cannot win elections. They cannot be expected to take action against the very criminals who make them win. Once a BJP government is formed in Uttar Pradesh, the goons have to either shun hooliganism or they will have to leave the state. Our government will oust all criminals, the corrupt and crooks from the state — this is our firm resolve.
