Memorandum submitted To Shri Narendra Modi ji, BJP Prime Ministerial Candidate by the Delegation of Kashmiri Pandits in New Delhi, on 19th January 2014- the 25th year of exile.

 

Esteemed Sir,

We sincerely thank you for sparing time from your busy schedule to meet and interact with us.

Challenge to the idea of Indian Nation state continues in Kashmir in one or the other form. Extirpation of entire Kashmiri Hindu religious minority is one of its worst manifestations. This religious identity has suffered ignobility and tragedy of exodus in the past as well, but the mass exodus of 1990 is one of the worst scars as it happened in 'Secular, Democratic and Free India'.

The targeted killing of members of the Hindu Minority community that led to mass exodus resulting in a change to the very demographic profile of the area and blatant religious cleansing and is well documented and accepted by even institutions of repute like International commission of Jurist, Zurich; Department Related Parliamentary Standing Committee on Home Affairs & National Human Rights commission.

In spite of this no commission was constituted nor was any enquiry ordered into the causes of extirpation and rise of fundamentalist-anti-India insurgency in Kashmir. Even the demand to constitute a truth commission is pending.

Neither the Central nor the State government drew any clear policy for return and restitution of Kashmiri displaced people, PMs Kashmir package contains not a single word about the political dimensions of return of the displaced Hindus. The scattered return module in clusters is a separatist elite strategy therefore stands rejected.

Not content with physical displacement of the Minority Hindu community a sustained effort is on to wipe them off the civilisational memory the Kashmir. Names of the places of Heritage like world Famous Shankarcharya Hill and Hari Parbhat are changed illegally. Properties including that belonging to temples and Shrines are being encroached not only by private persons but the government itself in the name of public purpose.

The worst part of the tragedy is that all those political, social and civil society organisations claiming to be secular maintain a criminal silence. Dishonesty of the present Central and State Government in restitution of entire displaced community is apparent from their callous attitude in not taking any action to ensure physically secure and economically viable return of all displaced people.

During medieval times when a similar climate of intolerance was unleashed by Aurangzeb a delegation led by Pandit Kirpa Ram Datta called upon Revered GuruTeg Bahdur ji Maharaj and requested the Guru to intercede on their behalf in around 1674.

Again Birbal Dhar a Kashmiri Pandit leader of resistance to Afghan rule in the early 19th century led a deputation which persuaded Maharaja Ranjit Singh to free Kashmir in 1819, which ended tyrant Afghan rule.

We see this meeting in continuation of that effort as the whole country has reposed faith in yourself to liberate this nation from the misrule of corrupt & unfair political dispensation. We recognize the nature of labor required to reach that position and put our services at your disposal to use the same in any manner you feel proper.

We hope for your Kind attention, consideration and action in making Kashmir in real sense 'a proud symbol of our ancient civilisation and modern nationhood.
